OK, First let me say that Allan had my problem diagnosed pretty much from the get go! The main problem was indeed that the A & B capsules in the Drive Control Valve were in their opposite respective locations. Whoever had reversed them in the past had also installed o-rings that didn’t fit on one capsule and they were in a sad state.
The A & B capsules look almost identical once removed and can be hard to tell apart. In an effort to help anyone who might also have a similar problem in the future and be as confused as I was, I offer the following facts & diagram I discovered while working on this while they are fresh in my mind.

Capsule A should be installed in the left hand hole when facing the valve from the seat. Capsule A is actually called the “Combination check valve assembly”
Capsule B is obviously in the right hole then and is called the ” Deceleration and check valve assembly”
Capsule A has 2 pins associated with it. One probably will remain in the hole unless removed separately. The other is internal in the capsule and if you shake capsule A, it should rattle. This is an easy way to tell the two capsules apart. Capsule B has no pins and should not rattle.
If you disassemble the capsules, first make sure you keep all the parts in the proper order and with the correct capsule.
Capsule B’s bottom ball is smaller than capsule A’s. Top balls apparently vary depending on when they were made. The springs must go back in their original location and are not interchangeable. If you do happen to confuse them, the two upper springs appear to be the same or a least close. The two bottom springs are longer and Capsule B has the stiffer of the 2 along with the smaller ball. There may be shims along with some springs. Again Capsule A contains a pin not in Capsule B.
I decided to disassemble the capsules, clean, inspect, and replace o-rings etc. before I spent nearly $400 on two new capsules. I didn’t see anything obviously wrong other than the o-rings so went ahead and reassembled. I just took it for a test drive and everything seems to be working as designed. I think it was just that they were reversed.
Sure is a joy to drive compared to what it was since I don’t own a square foot of level property.
