IH 184 Carb Problem

I have a 1980 IH 184 Lo Boy. The carb started leaking gas from the bottom of the carb. I took the carb off and apart and cleaned it (with carb cleaner). It still leaks. It leaks from the bottom. I really don't know carbs but the location is leaks seems to be some sort of overflow or drain. What part of the carb is failing? Just looking for an idea of what part to replace instead of replacing the whole thing.
 
The needle & seat are not shutting off inside the carb.
The float may be damaged and getting too heavy or the needle/seat combo are leaking. Replace as needed.
Shut off the fuel flow at the tank each time you are finished using the tractor to help stop leaking when not running.
 
I wiped down the carb and clean off the outside to see if I could spot the leak. It's definately leaking from the gasket that sits between the upper and lower halves of the carb. The gas leaks even when the tractors is sitting without the engine running. The gas runs down and drips off the bottom of the carb. Does that still point to bad needle and seat or just a gasket?
