I am working on a 560 the brakes won't adjust up the disc's don't look bad and the housing does not look worn can anyone help?

You have 8 mating surfaces there. 1/64" of wear on each surface will make it so the brakes won't adjust.

There is no way you can tell if they're worn by eye.
 
The total stack height of the disks and expanders
when collapsed should be about .040" to .060" less
than the total housing to tractor distance. Worn
disks will be as below, even new disks can in some
cases not make spec in worn housing and tractor
wear plate. Surfacing the housing mating edge to
lessen the distance can be done. Don't do this to
make worn disks work, it will make new disks not
fit. Jim
 
check the outer housings for cracks both of mine were cracked with no pressure on the pedal the cracks were almost invisable but aply pressure the cracks will expand causing almost complete lose of braking action YT sells the housings for about $112 bucks. i now have real good brakes
