Busted governor spring on Super C maybe?

Trying to perform remote diagnosis here...

Dad was fixing fence with the Super C here last week, when he went to move down the line, the tractor would only idle.

I just had a thought. Could it be that spring on the outside of the governor?
 
Is all the linkage still hooked up as it should be??? I have seen more then one tractor have a linkage rod fall off and then they will either idle only or rev way to high
 
I have a super c also, when I push the throttle up the engine revs up very slow, also idles down very slow, when a load is put on it the gov. will not respond.I put a new thrust bearing in the gov, the spring looked ok as far as I could tell. could someone help? thanks
 
Flyballs working freely? All parts in the governor working freely, not worn or binding? The governor to carburetor linkage working freely, not binding? Is the throttle plate in the carburetor working freely?

Once you get all that verified, go through the governor set-up procedure in the manual. At least that is the path I would take.
 
Yup, I misinterpreted the parts diagram.

The diagram shows the spring on the OUTSIDE, like a Cub governor, but it isn't.

So pulling the governor housing is a fairly simple job?
