400 Power steering

My 400 gas tractor has a behlen power steering unit on it. The power steering will work kinda good, but only when the tractor is moving, even moving very little, the power steering will work. If sitting still, no chance. What could be the issue here? Also the power steering unit is leaking all over the valve cover. Are these units rebuildable, or could I replace a gasket or seal that maybe leaking?

i have a 450 with a behlen unit & a dedicated pump, it works almost as good as the hydrostatic steering on the 656. my 350 with behlen unit & priority flow divider pulling oil from the hyd, pump does not work as good. yes u can rebuild/re seal the unit
