Icing carb heat riser assembly

I am having trouble with my IH 560(gas). I believe it to be car icing as it will start fine and then after running for about 4-5 minutes or less in colder temps, it will start to act as if it is not getting gas steadily. The carb will have ice coated all over it. I have read about different jerry rigging to deal with carb icing but would rather just change the heat riser assembly if that is the real problem. (when I turn the little knob sticking out of the exhaust manifold, it just flips back and forth with no resistance at all). I think the spring is the either broken due to rust or just not functioning at all).
Does this sound like a possible cause? If so, do you think changing this might be worth it?
I can't find the heat riser flapper and spring anywhere-only the entire manifold which is over $200. Do you know who might sell just those parts?

To assess if there is hope for your tactic move the flap (if it is actually in the plenum) to the open side and see if it helps. If it does, and you want it to be automatic, there may be bi-metal springs to do it, (I have no sources). But a tab that allows it to be seasonally adjusted would be usable. Usually the carb richens up and it acts like it is being restricted and choked at the same time. Frost on the outside is common in 5 minutes but internal freezing usually takes a little more time. many pieces of heavy equipment have intake heaters on the exhaust/muffler leading to the air intake to prewarm the air. Carbs from the mid to late 60s had heat stoves on the manifold, and crossover exhaust heated intakes.
That lasted until carbs were replaced by Port Fuel Injection. Jim
 
The heat riser parts do not come with a new manifold. The parts should be available from a dealer.

The valve has to be welded to the shaft. The shaft, valve , and weight have to be positioned correctly when assembling the parts.
