I have a 47 cub when useing the grader blade if you let go of the control the blade keeps going up and down. When you hold the control it still does the samne thing for a few seconds and then stops. It seems to grade ok but the hydrolics are not smooth.Also with the blade in the up position when you stop the engine the blade drops by it's self. Is that normal?Anyone tell me what kind of problems I have and maybe how to cure them. Thanks for any help.
 
None of that is normal.

The leak-down indicates that the touch control needs a teardown, a good cleaning, new o-rings, and new gaskets. You can get a kit from the CaseIH dealer, but you need to know the part number of your block to get the right kit.

Do the rebuild in a clean space and keep everything squeaky clean when you put it back together.
 
Those hydrolics should stay up for weeks.
As to jumping, I would first look at the gasket that looks sort of like a headgasket, on the back end of the unit.
Their easy to work on, But as said = Keep Everything Clean.
 
Just rebuilt mine. As everyone says make sure you have a clean area. You could try TM Tractor Parts as well. They specialize in Cub parts. CASEIH is great too.

Make sure you oil the o-rings when replacing.
