international B-414 power steering

I have a B-414, I have been trouble shooting the power steering, when I got the tractor the three point hitch did not work nor did power steering. I replaced the Valve body assembly and the three point worked fine but still no power steering. I tried disassembling the assist cylinder but it was so corroded that it would not come apart. so I replaced it with one I purchased from a salvage yard. still no power steering, it is getting fluid and I tried putting the hoses both ways with no luck. it will not move at all on its own. Any help would be great.
 
Hi, does your B414 have the stacked hydraulic pumps?
The front pump is for 3pt and back pump is for PS. The dual pumps are identified by having one suction line on the top of the pumps and one steel and one rubber pressure line on the bottom of the pumps. The rubber pressure hose is the pressure line for the PS and goes to a block back towards the clutch housing that contains the pressure relief valve for the PS.
The other setup was one pump with a flow divider valve block back by the clutch housing.

this has only two hard lines from the pump to a block near the clutch one low pressure one high pressure, two high pressure rubber lines go from this block to the power steering cylinder.
 
Hi, that block by the clutch housing is a flow divider and pressure relief valve for the PS. The flow divider is supposed to split off 2-3 GPM of hydraulic flow from the high pressure line from the pump and divert it to the PS.
You can see a parts break down on caseih.com search for parts B414 steering. I suspect either the flow divider is not diverting 2-3 GPM to PS or the pressure relief valve is not allowing the correct pressure to PS.
