806 3pt linkage

I went to borrow one of my father-in-laws 806's to back blade my yard/driveway. The 3pt will only lower about 6 inches. I did some searching in the archives, and I am thinking the issue is with the linkage under the cover held down by 4 bolts on the top of the value. Am I headed in the right direction? What am I to find when I get in there. I have had everything else apart on IH's. From M's through the 86 series. Engine through transmission. I've never dealt with the 3pts though. Thanks in advance for any comments.
 
Someone has 'bounced' a heavy load on that hitch.

The sensing arm coming up from the torsion bar has flipped to the other side of the sensing finger.

Go in thru the center link bracket to correct.

Hope this makes sense, 'cause I'm still 'bout half asleep. :>(

Thanks Allen, and 504. I checked the draft lever and it was almost froze in the light position. I got it free, and worked it in all positions, while raising and lowering the hitch. I must be half asleep also Allen, because your comment made perfect sense to me. I"m hoping I will have time to check on it this weekend.
