Rusted Rims

Hi, I just started working on a 39 H and the rear rims are rusted around the valve stem, is it possible to have somebody cut out that part of the rim and weld in a new piece?
 
Who should I contact for this sort of repair, a dealer, or would a local welding shop work? If I take it to a welding shop do I need to take the tire off the rim before I bring it in? I'm in N. Illinois if that helps at all, maybe somebody could reccomend a place.
 
I do my own and a lot of times I just weld a washer in the area if not to big and be done with it. If you take it to a welding shop yep you will need to remove the tire first
 
I have done this repair recently to a front tractor rim. I used a carbide burr to open the hole a little and welded in a thick SAE washer to fit. I then filled in the center hole of the washer and ground the area smooth on both sides.

Next I moved 180 degrees out and drilled a new hole with a uni-bit and put a valve stem in. Of course after sand blasting, priming, and painting the rim. :D
