560 Still Idling Rich

Tearing my hair out here! Cleaned out carb, checked all passages, adjusted float level to specs in manual, and replaced the idle jet. Still runs too rich at idle.
Float does not leak, no binding when reassembled. Seems to run good under load. Will run best with idle needle completely closed, and I noticed it was that way when I tore the carb down.
Any ideas?
 
There are a primary and secondary idleports ar the spot where the throttle plate nearly touches.
THere can bleed fuel into the system if the float level is too high. Float adjustment with it apart is a guess. Lower the level 1/8" at the point of the float farthest from the pivot. If this changes it you know you are on the right track. Is the fuel shutoff solenoid in place and working? they interact with the fuel flow and can cause grief. Jim
