Another Governor Spring Question

When replacing the governor spring on an H, the original 49407DBX spring had closed loops secured by pins to the governor arms. The replacement one, 357012R1,just has hooks at the ends.

When replacing this, do you attach the hooks to the pins, or through the holes in the arms where these pins go?

Hook it through the holes in the arms. The 357012R1 is the new style, and is what you will find in most Hs and Ms. The old style has been obsolete for about 60 years.
