H governor spring shot?

Been trying to get my H to run rated speed. Governor seems to work well, but with hi idle screw backed off, soo that the arm is hitting the housing, it will only make about 520 rpm pto speed. The speed control lever is getting full travel, but no more rpm to be had. Is it possible that the spring is just getting weak?

Made all adjjustments according to the manual, and the governor seems to work properly, no excessive slop or wear. Any ideas?

Take the spring to NAPA and get one that is the same length but has stronger (larger diameter) coils.

got to start somwhere...ordered new spring, but I have a gut feeling the problem is deeper. We'll see.

Go to the manual where it tells you how to syncronize the governor to the carburator and set the linkage just as they tell you to. Sounds like it is not opening up far enough. Had one doing the same thing and it really made a difference.
