Kohler 1650 Engine (K341)

I own a 30 year old Cub Cadet 1650 with the Kohler 16 HP engine. Recently I have been having problems with the engine turning slowly when attempting to start, as if I had a weak battery.
I replaced the battery, the starter and cleaned all connections but still having the same problem.
A friend told me about a "relief valve" that is supposed to relieve the compression when the engine is being turned over to start and if that "relief valve" didn"t work, I would have the same problem I am having now.
Does anyone have any experience with this and how to fix it?

The engine is mounted in rubber, so make sure you have a good ground running from the starter to the frameof the tractor. This is the most likely starting problem with the "shaker" models. Normally the compression release doesn't give much problem. Kent
 
Take a compression reading. If it reads good, you have a compression release mechanism problem as they normally read low unless you turn the engine in reverse direction so the release doesn't effect it. I think you can observe the release mechanism through that hump cover on the side if I remember right. It should hold exhaust valve open until almost top dead center at hand turning or starter cranking speeds.
