Inspecting 400 governor

I want to make sure the governor hasn"t been tampered with. I have to pull my throttle half way down before I get response. I already repaired all play in throttle linkage. I looked inside gov. box and found all play was with gov. the spring is a little stretched so I tweeked it a little and most of my play is gone but there is a lot of tension on spring when I go for full throtte. I can feel tension on the throttle handle. Is there a way to describe what the settings should look and feel like? ...Thanks Tim

I would not tweak the governor springs unless I was absolutely sure of what I was doing. The throttle lever on many Hs Ms 300, 350s 400 and 450s do nothing for the first 40% of travel. It is just the nature of the way they are. Jim

Jim, I messed with the spring . I thought it was stretched so I twisted it and shortened it. Then after that the tractor kept puking up in the feild. I thought it was me tightening the spring so I stretched it back out. Still puking. Found out it was sediment at the top of the fuel bowl. Fixed that. Now it surges at low idle when in gear. I'm thinking I made the spring too loose so now I'm gonna tighten it again. What do you think. Thanks for all your responds freind. I'll get her. I named her Alta after my mom. ...Tim

Governor is possible, but fuel mix at idle is more likely. The idle mix is adjustable. If it also has some crud in it the nescrew won't do much. Jim

The spring will make it surge a lot of the time. A lot of the guys in the pulling club that play with their springs get a surge at no load. I think they go to a heavier spring, but I am not certain. I haven't played with mine because I beat them without doing stuff.
IIRC the stiffer springs are supposed to make it respond quicker. Can't it raise the RPMs as well or is that a different spot in there?
