Cylinder sleeve installation

Hello I was dropped off a international harvestor 4 cyl engine to rebuild. Previous guy had knocked out the sleeves. I went to install the new sleeves from the kit and the do not seem to go down flush. Is this the way they are supposed to be? I looked at the head gasket that came off of it and there was a depression in it that measured about the same as the sleeve. This is a tractor 4 cyl. I believe its a 135 but it could be a 138. I'm not very familiar with it.
 
If they're the wet sleeves they may protrude above the block. Your manual should tell you. On the A's' B's and C's they said they should protrude above the block from .003" to .007".
It also said to clean that counter bore area thoroughly and if they're using sealing rings you need to clean the block area where these fit in the block. Dirt and rust may be there blocking the coolant flow. Hal
PS:You need to find what tractor the engine is off of. Have the owner buy the shop manual.
