also tractor runs great,, way too fast ,, turned timing as far down as it will go ,, impulse is working,,, got real good vaccuumm checked for leaks. buttlerfly seems like its working right. maybe have to either tear carb apart... or remove mag and put it in a diff notch to turn down timing more?? idle's about as many RPM's as it should full throttle,,, (works real good for belly mower though,, runs about perfect speed)

I made my own crank for my IH Cub, including "release spring" so I don't get hurt... but I wouldn't try to hand crank your tractor until you have the timing and engine RPM under control, otherwise you could get HURT !!

You have a gov problem check the linkage as it is bound up somewhere, You cant retard the timing by turning the mag. Dont change the rotor or you wont be able to start it and just cause more problems. The linkage where it goes to the carb is probably frozen and wont let the linkage move from the gov. Unhook the linkage on both ends and get it to move free with now binding
 
Our A had similar problems with the mag & engine not idling down. Cause was the rotor drive gear being a notch out of time. The spark would jump far enough to cause the engine to never slow down.
We never had the mag rotor gears apart--must have jumped a tooth sometime. Worth a look. After getting the gears in proper time, the engine runs perfectly to this day.
