super A at full throttle when running wont idle???HELP!!!!

This tractor sat for 12 years. I rewired it got it running, it purred like a kitten, i was excited. Next day went out, started right up but went immediately to full speed, cant throttle back, it tried moving linkages by hand from throttle to governor they wont budge, but when off they have full motion. Took gov. off the bumper spring was broke, (not the spring in the governor shaft) the spring that can be adjust from under the acorn nut under the governor. Got new one thinking that was probably, nope!!! WHAT is wrong, i am lost!!! PLEASE HELP, i am new to all this,also the bearing on shaft looked good, no bearings fell out etc.... cleaned it good, works fine, please advise
 
Governors usually react to speed by closing down. a spring is used to fight this action. There are three things to look at:
The pivots on the weights can hang up and act like they are going slow.
The linkage that is attached to the weight system can be out of place.
or the bearings in the system that align the moving parts can be worn.
(also if it is not turning due to a broken or disconnected drive gear)
Looking at the parts manual tells little.
A blue Ribbon repair manual is some better. Without being there, It is only the words I have to offer. Jim
 
The input shaft is worn and your rod going to the carb isnt set correct either and the springs on the throttle rod probably are rusted up. The I@T manual will show how to set the l9inkage. The spring on the gov probably isnt up to spect also too much play here ant there and soon the whole throttle wont work very good.
 
i had one do a similar thing take the carb off an check the throttle shaft mine was slipping it was slipping where the throttle shaft conected to the governor rod it had a small bolt in in which appeared to be tight but it wasn't tight enough i tried adjusting the governor rod it would run fine then the next time wide open due to the shaft slipping it took me a while to find this
