Farmall H rough idle

I have had a Farmall H for a couple years that I got as a basket case (literaly some of the parts were in a peach basket) and put it back together. I had the engine short blocked at a machine shop and did the rest myself. The tractor runs great when it has a slight pull on it but it never has idled right the past couple years. The carb was rebuilt by Denny's (I know, I know) and I have adjusted it to get it a little better but still not smooth at idle. My question is about the mechanical advance on the distributor. Does it have one under the points and condensor? The parts had sit for a while and I was thinking if it was stuck it would not ever be timed right but when under a load it would run fine. I am going to tear into this weekend just wanting to ask if Iwas headed in the right direction.
 
Yea there are fly weights and two springs . And to tell just what it is doing and how much advance it is getting you need to have it spun on a dist. strobe by someone OTHER then Denny's that knows what he is doing . your H may or may not have had the update kit installed in it andit still my have the 40 degree curve and it should have the 30 degree curve . Also did you scync, the gov. to the carb??? Fine tuning and engine is a art and takes years to get it down . Every little thing from the valve adjustment to setting the carb is what make for a super good tune up .
