Looks like a tractor with the geared drop axles that was changed to go forward with the drops left installed. Differential was fliped to put ring gear on the other side of pinion gear. When that was done the sifter rails for reverse operation were put in and shifter moved, because the regular forward shift rails wouldn't clear ring gear.
 
That tractor will have 5 speeds FORWARD, 1 REVERSE the way it is configured now.

You have two choices:

1. Leave it as a "high clearance" tractor and fix it up.
2. Do lots of work to take the drop boxes off and rearrange the differential.

Yes, as mentioned by others, your tractor will go forward with five gears.
 
I am guessing that your tractor is pretty well stripped. It probably has no belt pulley, no rear PTO, and no TA. The front end is probably single wheel trike. However, any of those could have been changed over the years.

It would appear to have started life as a cotton picker and converted later to forward operation by flipping the differential. The cotton picker PTO was removed from the front of the rear frame cover and a delete plate installed. Not even sure if TA's were needed on cotton pickers. It was probably used to pull wagons.
 
these look like cotton picker drop downs to me, the difference between high crop and picker type drops is pickers have 2 bull gears inside the drop down which reverses the gearing without doing anything under the deck for high drum pickers,

if there high crop drops it will have 2 gears with big sprocket chain to keep the gearing going forward. the low drum cotton pickers didnt need drop downs and they needed to be reversed by flipping the differential and using the reversed gear shifting forks,

what i have seen people do to make up a high crop tractor is get an M that has the gears reversed under the deck, or get the reversed gear items, then they add the picker type drops which makes the tractor go forward again.

just thought i would throw in my 2 cents worth, I hope this info is useful to somebody,
