1948 Farnall Cub front fan pulley problem

My 1948 Farmall Cub front wheel pully is binding up. This is the pulley that is the adjustment for the belt that has the fan blades attached to it. I took it apart and don't understand its assembly and function. If you look under the fan blades there is a plate that covers several holes and a nut that holds a separate piece of steel. How do I know if this is good or bad? Are there supposed to be bearings in this assembly? Any help would be appreciated.

If there is not excessive play it is usually OK. Has it been oiled lately? There is a screw in the hub that is removed. Turn the hole to the right and fill it with pump oiler until it runs out. Then turn the hole down and let it run out until it stops. Then replace the screw. There is a standpipe inside which determines the proper level.
 
The last Cub fan assembly I bought from IH a few years ago was a generic fit,It was used on A's B's and Cubs. I had to redrill the holes in the fan blade and change the belt length to make it work.Better look for a NOS if you need one
