I realize this tractor is borderline of being too late a model to fit in this board, but I'm desperate here. Randomly, when you start the tractor, it will not move. Any gear, nothing happens. Just like being in neutral. Park works as it should. If you keep shutting it off and starting it enough, it will eventually work properly, then you may push the clutch in once or ten times, then it suddenly won't move anymore. Obviously, it's a microswitch or relay or something, but the schematic on the IH Parts site doesn't show much, and the manual doesn't either. Hoping someone with a similar model machin has had a similar problem.
 
Case service manuals do not describe the way things work (just how to take them apart and put them back together), how components function is described in their training manuals which are normally not available except to dealer personnel. It sounds like you may have a faulty or out of adjustment swap or safety switch on your clutch pedal. They are made so you cannot have transmission engage until you have hydraulic pressure so you cannot start them in gear and the swap switch controls application of some of the clutch packs and they can be tricky to adjust. I cannot tell you how to do so in a letter. Case has a test instrument one can hook up to check all the electric components of the power shift that works quite well. I worked on a few but that was maybe twenty years ago, and it can be difficult to find some one familiar with them unless you are lucky. I would just check to see if the switches are making contact with their operting levers and buttons first and then check them for continuity. Not much help but I can't see your tractor from here.
