thank you all so much for your help, but now we have a new problem. our throttle keeps sticking open. in the connecting rod housing i see the (adjusting block?), and when we pull the hand lever to open throttle the adjusting block goes up, but then I have to manually push it back down other wise it stays open.... any suggestions? and once again thank you all so much
 
You may wish to try increasing the tension on the springs at the fulcrum of the govenor linkage by moving the nuts inward against the spring - at least on the "down" side. I have never seen what the spring dimensions are supposed to be - maybe DSlater will know and chime in. He is very, very good on H's and M's.

The throttle plate in the carb attaches to the governor rod with a bent "tang" and a slot. If the tang is not in the slot, it can jam things (and cause speed control issues) it is tricky to get it together right, but it may be the cause if it was working before taking the carb off. Jim
