Checking/Setting Timing for a IH 544I C-200 engine?

I have a International 544I that had a cracked block and I have since had that fixed and have put the tractor completely back together. I can not get any RPM"s out of it. I checked the carburetor and that is fine. It runs at just above staling and nothing else. I originally left the distributor in the engine when it went to the shop. I don"t know if it put back in wrong and I believe all cylinders are firing when they are supposed to. What all could I be over looking here and how is the timing done on this tractor? Any and all help is much appreciated.
 
Does it run ok when at an idle or does it miss? If it runs ok at an idle it sounds to me like there might be an issue with the govenor. Can you unhook it and run the throtle without it?

If it misses at an idle recheck the plug wires for the proper firing order which will be listed right next to the distribtor (1-3-4-2). #1 Cylinder is usually in the top-right hole on the distributor cap. Rotor turns ccw.

Also make sure you have adequate fuel flow to carb. Lines free and clear of debris and new fuel filter.

You loosen the bolts on each side of the distributor and rotate it. There are timing marks scribed onto the front pulley but they can be hard to see. You line them up with the sharp pointer sticking out of the front cover on the left side. Adjust for 0 degrees at low idle (425) and 20 degrees BTDC at high idle (2420 gear drive).

Your problem sounds like it's with the governor linkage to me, though. I suggest that you buy a set of manuals.
 
As far as fuel flow to carburetor it is good. I do have the original owners manual but that really doesn't give me much information especially the governor. Where would the governor linkage be? I am really not sure if it misses but it does make a whistling noise and gets some carbon or dark smoke out of the exhaust. I have messed with the throttle linkage on the side of the carb but it doesn't react only shuts off when the butterfly closes. I have turned the idle screw completely to bottom and turned out 4 full turns and still nothing. There is a needle valve on the bottom of the carb where the solenoid run on shut off is normally. I can turn this all the way in then all the way out that fuels runs out but still nothing.
 
It almost sounds to me like you have a vacuum leak somewhere in the intake system. Did you have the intake manifold/carb off? If so, did you put in new gaskets? Who rebuilt the carb? Did they put in the venturi tube in upsides down?

You can try and spray WD-40 around all the intake connections and see if the engine changes rpm (most likely down in rpm).
 
The carb has not been rebuilt but I had taken the bottom of the carb off and cleaned everything with carb cleaner. I even sprayed it into the fuel line into the carb and it came through with no problem. I did replace all gaskets. I had the air inake off from the air filter. It was creating enough suction that it pulled my rag into the carb and I placed my hand over it and I felt it pull hard on my palm and then the tractor stalls if I don't take my hand off.
