Super C High Idle?

I have a Super C that has developed a high idle issue. When it starts, the idle is somewhat high to start with. When I throttle it up, it runs higher, but then will not idle down at all. The throttle becomes ineffective. If I shut it off, it will again be somewhat high as the base idle and will throttle up, but then (again) the idle cannot be reduced, until shutting it down.

I have looked for air leaks. All connections seem good. The issue must be in the governor. Has anyone experienced this and what"s the fix? Thanks.
 
Yes you are right the governor is worn out, the weights and pins have become worn out, also there are bushings in there that should be replaced as well. I would get a manual if will have a complete break down of it.

May not be anything worn out. On the bottom of the governor housing is a cap nut sticking straight down. It covers the bumper spring adjustment. It may very well be that the bumper spring needs adjusting. It sounds that way to me anyhow. It would help if you have an IT shop manual. It will show you exactly how to adjust it. If not just run the stud in a little and try it. If it gets worse back it out a bit. When your idling comes back how you like it tighten the lock nuts and put the cap nut back on. If none of this helps something else is wrong. I would try this first as it costs nothing.
 
Sounds like the input shaft has a great big amount of play. You need to rebush that shaft and then adujust the linkage and it will be like new again. I would also replace the gov spring. The bumper spring on the bottom is for correctiong a surge problem. If it is turned in too far it will not the engine to icle slow just remember its for a surging problem.
 
Gene, even though the bumper spring is for a surgimg/hunting problem it can and will also cause the exact same problem he describes. I know this from thousands of hours riding a C and SC. Had it happen more than once. Never say never.
 
Thanks. I will give the bumper spring adjustment a try today. I bought this tractor from a neighbor. He had bought it at an auction. It had been completely rebuilt and repainted and my neighbor had not used it much. He found a M and wanted to sell it.

I really haven"t used it much. The throttle would work fine and it would slow idle when I first bought it. I did use it some for hay last summer and it developed an odd surge issue at high idle. I believe the high idling did start at the end of the hay season. I am thinking it could just need that bumber screw adjustment. I will check to see if that carb throttle plate is tight too.
 
Adjusting the screw was ineffective. It seems as if it is not hitting anything, which probably means the spring is off or broken. I can run it all the way up, or take it out completely and it behaves the same. There is another adjustment bolt on top, but it does not seem to make contact with anything either. I guess the governor will need to come apart.
