Farmall C fuel Tank

I removed the fuel tank on my 1948 C for cleaning and painting. Inside there is an assembly/welment that looks like another tank or possibly a baffle of some sort. It takes up about 1/3 of the tank. what is it? Will it interfere with sealing the inside of the tank?

It's a baffle. If you look close and there isn't to much paint on it, you can see the spot welds running crosswise on the top of the tank, behind the filler neck and about a third of the way forward overall, that hold it in place.

Where it's welded to the top, I shouldn't think it would have too much effect on your ability to seal the bottom and sides of the tank, but it may take a little extra by way of physical contortions and sloshing of the sealant to make sure you get things treated sufficiently in the top half toward the rear.
