400 flooding?

Here's the situation. My dad's 400 in cold weather, 20 or below, has to have the throttle almost closed and then very little choke to start. Then it may go, or it may appear to flood, gas runs out of carb. I have tried many combos of choke, no choke, throttle different positions and usually the combo of very little throttle and little choke gets her going. Then once running adjust choke as needed for a minute or so and then push in choke. It wasn't always this way, last several years always started with choke 1/2 ways and throttle partially open no problems. Any thoughts on what may have changed?
 
Maybe as simple as having some dirt in the carb or set to rich. I would pull the drain plug out of the bottom of the carb and let the gas flow for a couple minutes. Catch the gas to look at it and see if it has dirt/rust in it. Also you might turn the main jet adjustment screw in a turn of so and see if that helps
