pneumatic lift on an A

I have a pneumatic lift on a farmall a. New cylinder seal, new rubber washer in the control valve, cleaned out the control valve, greased all fittings, have a movable valve at the exhaust manifold (though a pretty rusty manifold).
What should I check next. I get air flow through the lines to the cylinder, but am developing no volume to speak of or pressure.

Could be several things. Is the seat in the pressure valve smooth and not rusted. When the lever is pulled back and locked is the linkage to the pressure valve tight and is the valve closed complete as then there should be just a very small amount of exhaust coming out of the muffler. Is the piston leather oiled good and no leakage by the piston. What implement are you trying to lift.
 
If it isn't building up pressure, the exhaust has to be getting out somewhere (the muffler, cylinder vent etc.). Find where it is getting out and look at that area for a leak. There is always some that gets past the pressure valve and out the muffler. If you are running the engine at a slow idle, it may all get out there. You have to throttle up the engine to get much pressure.
