Hope these tips will help some struggling novice (like me)or maybe even an experienced tractor mechanic. 1--For the final adjustments on the carburetor and the magneto, I discovered it is best done outside a building, at least one with 10 foot ceiling like mine. Inside, the engine sounds are distorted. 2--To fine tune the idle and power adjustments on IH's I found that by removing the small cap covering the governor to carburetor linkage, one can watch for any movement of the throttle and adjust both screws 'til all movement stops. With my tractor the surging was slight but noticeable and this helped me eliminate that.
