h carburetor rebuild

I am trying to rebuild a carburetor. There is a small hole on the bottom of the carb, I think it is for excess gas to drain out. what needs to be in this hole to keep it from sucking dust in the carburetor. Any other suggestions on this rebuild would be very helpful
 
That hole is to drain excess gas from the carb body. There is a felt that goes in it. A rebuilt kit will have a new felt for the hole in it.
 
I've never seen a kit that came with that piece. Yes there is a piece of felt in the kit, but that isn't what it is for. In fact, that piece of felt should not even be in a kit for a Farmall H. There is no place for it in the carburetor.
