354 international hydraulic problem

I am working on a 354 that the lift doesn't work. I worked on this tractor a while back after the guy had the hydraulic pump rebuilt and the fluid was low. The lift went to working fine.. He used the tractor for three hours and then shut it down for the day. Next day when he started to use it, the lift wouldn't work.

Now the lift doesn't even attempt to try and work. I am puzzled as to what the problem is.

I had a 354 years ago , There is a coupler between the two pumps that wore out, Not sure if the power steering quit or the hydraulics
