International 384 tractor....need some info

I have come across a International 384 diesel tractor located about a mile and a half or so from my house. I got out and looked at the tractor, but have not talked to the owner yet. The tractor looks good to pretty good from the outside, but like I said, I have not talked to the owner. I feel like the tractor will be in pretty good shape because the guy that is selling it buys used tractors, fixes them up and then resells them. Do to this, I feel that the tractor will not have any major problems, otherwise he probably would have fixed them before he tries to sell it. The tractor has been completely repainted and only shows like 44 hrs. running time (hour meter has obviously been replaced). The tractor has a sign with a asking price of $4250 including a 6 ft. bushhog (not Bushhog brand) that looks to be in very good condition. I have been able to find out that the tractor was manufactured between 1978 and 1982, but I don't know the exact year. First, I would like to know what a fair selling price for this tractor would be. Second, are parts still readily available through IH-Case dealers, or are they mostly only available aftermarket. Third, is there any specific problems that I should look out for when I go to look at the tractor? After doing a little research on the internet, I think I have seen mostly all good comments about this particular tractor except for being a little hard to start in cold weather which probably won't be a big problem because I doubt I will be using it much in the dead of winter. I see that a couple of websites list a little variation in the actual horsepower ratings for this tractor. The tractortips.com website list the HP-PTO horsepower as 27 while a couple of other sites list a range of 36 to 39 horsepower. Which one is actually right? Any comments about my potential purchase will be greatly appreciated.

I went and looked at the tractor again to try and tell what year the tractor is. The there is plate on the right side of the clutch housing with the following info: International Harvester made in Great Britain Model: B570004B00331
(there was a place for a serial number but nothing was out beside it)
Can anyone tell me what year this tractor was made and the approximate value if it is in good shape. The hour meter has been replaced because there is only "44" hours showing.
