Carburetor float setting for Cub low-boy 154

My Cub Low-boy 154 will only run when almost fully choked. It drips gas when not running so I assume the float setting is not correct. Anyone have a spec for this. Also, what is the correct timing mark? At TDC or something BTDC? My operators manual dosen't address either.

On the farm with 300-350 and450 carbs I would put the top half in the vice, upside down. Set the floats so they are level. The "top"of the float when it is running is now on the bottom. Make it square with the top half casting of the carb body.Bend the tab for the needle valve with a good pair of needle nose plyers. DON"T PUSH DOWN ON THE FLOATS TO ADJUST! You will bust up the seat. You need a real gentle touch to set them with a little hose and lift with your finger jazz. The books are correct if you have a good touch. This way was quick and easy and just about goof proof.
