Super A PTO is seized..helpful hints to unsticking

I got a Super A in a few weeks ago. It ran okay so I wasn"t too worried about any major problems. Today I got around to messing with it and noticed that the PTO engagement lever is stuck. The PTO shaft will turn by hand, but the lever won"t engage so I can"t run a mower on it. Short of major work, are there any helpful hints to places I can look or any little things I can do to free this PTO up. I had water in the oil in the tranny so I suspect something has rusted up. Any helpful hints so as to spare this tractor some major cussin?

Start by spraying the PTO lever pivot with penetrating oil.

Jesse: There is a sleeve in there that slides on a shaft to engage pto. Quite an easy fix, but you have to remove the pto housing. I did one and it had a layer of rust between sleeve and shaft. It was quite easy to get apart once I had the pto off. Once you take it apart, you'll see the engage lever does not have much mechanical advantage.

I would think it is just siezed up somewhere, no clutch is involved except the main clutch.
