Fuel pouring out of H

Trying to start the tractor, an H, and the fuel is pouring out of the carb bottom. Choke rod is pushed in. Fuel bowl pet cock is only turned 1/4.
Any ideas? What the heck in this carburetor could cause this? Fuel metering screw .25 to 3 turns out.
 
Thanks guys. I solved problem by turning fuel screw in all the way, then letting it out gradually until tractor started. I let it out about 1.5 turns only and it worked. No more flooding. I don't know why this worked, but it did. I also don't know why it cured a float problem, but I think you were right. Somehow it did. Man, that gas was just pouring out!

Mine had a little gas in the float. I had it apart a couple times before I found it. When I shook it I could hear it. Drilled a small hole, drained it out. Runs great. No more dripping gas.
