Farmall Super A Help!

I have a Farmall Super A that we are restoring but running into some issues. We can not get spark. We have timed the mag to the tractor, new spark plugs, and new wires. The mag works, we took it off a already running tractor. Every couple hundred engine turn overs it will act like the engine is tied up. Take the mag off and it frees up. It did this with 2 different mags. Is it the governor? Has anyone experienced something like this before?
 

How do you know you can't get spark? Did you check by pulling a plug and grounding it to see if there is a spark? If there's no spark, then you don't have a working mag and it won't matter if it's timed right or not. Did you put it back on the "already running tractor" and see if it still works on that tractor? Other folks here can tell you better than me how to test the mag and other helpful hints.
 
Setting #1 cylinder to TDC compression needs your thumb stuck into #1 plug hole (near radiator). (all plugs out) Slowly turn engine till the thumb detects air pushing out. Put a plastic soda straw in the plug hole and again turn the engine with the fan blade. till the straw reaches maximum height out the hole. There are timing marks on the very bottom of the flywheel under the tractor in a hole. (obscure but there for sure)
That is now time to install the mag. Jim
