bogs down under load. I mean just going up a light incline. My brother took the carburetor off and I think he might not have the governor connected properly. I am pretty sure I saw something like this posted before.
 
Did he get the tang in the govenor slot so it can open the butterfly in the carbrutor, if he didn't it will be doggy !!
 
Carb to governor could be hooked up wrong or he did not readjust the governor to the carb. The I-T manual has almost a page of what one needed to do to adjust the governor when one removes the carb and put it back on
 
I have a feeling that is the problem. From past experience, I have found it rather difficult to get it lined up. Is dropping the carburetor the best way, (only) ?
 
I?m surprised old didn?t hit you with the ...did you check fuel flow from the carb drain plug? Should fill a pint jar in 3 minutes.... Sounds to me like you might not be getting enough fuel flow. Did it act the same way before the carb was off? Do you know that in the fitting where the fuel line connects to the carb there is a screen that can plug and stop fuel flow. The majority of the filtering is done by the sediment bowl below the tank and the screen that should be it in the top of it. Also crud can block the sediment bowl inlet in the tank. This is a common problem when getting one of these old tractors running after they set a while. I don?t have one of those manuals but google shows the IT manual you mentioned covers an H.
 
I get a good fuel flow and I use a in line filter. the problem I had before all this was, it would sputter and stop after half hour. Let it set a few minutes and it would do it all over again.It always had good pulling power .At this time I am thinking the govner isn't connected right.

You think it would cool off enough in just minutes to run again? It does seem like it doesn't seem as long for it to stop again. Is there a way to check the coila/

I'm with used-red, I'd check that fuel flow is good at the bowl. I had similar problems with my M. Ran fine until you started plowing and then bogged down almost immediately. I ended up removing my in-line filter, though many people use them with no trouble.

Maybe! But more likely, if he missed getting the tang in the slot, the engine would immediately go to wide open throttle when started.

My opinion is that the high speed idle (load) screw is not opened enough.
