generator cut out

what would be the cause for the point on the cut out relay that is piggybacked on the generator to not close when the tractor is running but when i push them closed it stays closed but when tractor is shut off they stay closed.

"Cutouts" close when the voltage being outputted by the generator reaches a certain level, the shop manual will have an exact number. (TYPICALLY between 6.5 and 8.0 volts.)

Monitor the generator output voltage with a trusted analog meter, and post back.

On the other hand, even WORSE, is when the cutout points don't OPEN, and kill the generator and drain the battery.
 
To close they need 6.5 or so to open they need to go down to 6 or so. This prevents discharge when stopped, and allows charging when higher volts than the 6.3 of the battery. The gap when open can be closed some to allow closing when at charge volts, the spring tightened some to allow opening when at Idle or shut off. It is a tricky adjustment. An old Delco manual and a good volt meter will help. Jim
 
The fine pull in windings are maybe shot. Will it close the points if you put just a little pressure on the point?
 
You need to measure the volts on the batt post when the tractor is running maybe you just arent getting enough volts from the gen to close the points. You can ground the field and then measure the volts on that terminsl. Lots of them running around with field grounded. When the field is rounded and the points close check when the engine is shut off to see if the points open. Like other post says manbe the points need ot be cleaned and set a little closer thats why a analog meter is what you need to solve the problem. Your gen should also ave the third brush adjustable that will make it charge more and just ite help you points close. I have several still runni9ng the cut-outs and original gens they all work just fine.
 
I took the generator to the magneto shop and they tested it and they did adjust the 3rd brush, and put it back on tractor and she is all good now.
