My F20 has two openings on top of the valve cover. I was told this was for help in starting. What is the proper procedure in using these for starting?
 
You should have 4 openings on valve cover. 2 are priming cups that allows you to add fuel into the intake chambers for starting the tractor. They look like little tea cups. . The other 2 are oiling ports for your valve tappetts. I never have to use the priming cups to start, but you do need to oil those valves.

Those tea cup fuel primers must be closed tightly as well or you create a vaccume leak. The engine will suck air in through them and run poorly if at all.
 
In really cold weather (Zero & Below), a little gasoline poured into these will make starting the engine easier.
 
Right, with the valve cover off and trying to run engine, you better have those primers back on and closed or you'll loose compression, been there done that
