F20 Governor Issue Revisited

Hello all! A while back I posted about some governor issues I was having with my '38 F20 - it seemed that there was no mid-range throttle, but only idle and then when advancing the throttle, you would get to a certain point and the engine would jump to 2/3 or full throttle. I tore it down some to inspect some parts, and it seems everything is moving freely, and does not seem to be hanging up on any shafts or assemblies. (Keep in mind I am working without a manual or exploded view diagram here)...

What I did notice is that the governor weights, on one side, had a cotter pin through each and a spring connection the two weights, so as to keep them in the closed position. The other side of the weights were drilled for the pins, but the spring and pins were missing. I replaced both springs and all cotter pins, and the tractor seems to be operating much better - but, it doesn't seem like I am getting a proper governor response under load. My question is - are these springs supposed to be there, or did someone add them at some point for some reason. Seems to me the weights should be able to move freely, only being regulated by the thrust bearing. Any ideas? I have included a video that shows the work I did (skip to about 24:40 in the video)... All help is appreciated!

I can't answer your detailed question on the parts in your gov. I do know that the old style govs were either open or closed throttle. these are usually controlled by a lever on the steering shaft in front of steering wheel. This was on the older tractors and most were changed to after market variable speed govs. Not an expert on this ,but having owed 12-15 of these over the years have only had one of this style.
 
This tractor does have the variable speed governor on it. After doing a little research, I think It may be a combination of things - I looked up the governor on google images, and all of the photos of them that I can see, none of them have springs connecting the weights. The second issue I think I might be having is the governor to carb linkage tube is missing the gasket between itself and the carburetor - this can cause binding from what I have read so I will try to fix that issue as well.

I'll let you guys know how it goes - and of course there will be video of it as well!
 
We will see what happens at the show this weekend. I will belt it up to the sawmill and see what it does. My guess is it will still be kind of sluggish to respond. I will see what I can get figured out while there. Never hurts to turn some wrenches at the show - brings in the crowds, sometimes! :)
 
The variable speed governor should not have the springs on the weights, the single speed governor used the springs on the weights, at least that is my experience on the F-series that I have. Someone may have updated to variable speed setup and not done everything correctly or someone may have tried putting springs back on it for some reason later, almost anything is possible .
 
More than likely I will end up pulling the springs off of it. I am going to see how it does at the show this weekend on the sawmill. If it bogs down and won't kick in during cuts, that is a dead giveaway that the governor isn't doing it's job.
