Farmall M Throttle Shaft Springs

So I'm in the process of fixing/replacing some items on my M as suggested to me in a post on here about a month ago. In the picture above I plan on replacing the two springs. As of right now if the throttle is pushed all the way forward or pulled all the way back the spring on the left is fully compressed. In other words what you see doesn't change based on throttle position. So a couple questions:

1. The block with the arrow pointing to it, is that supposed to slide along the shaft? Mine is stuck in one position and I don't want to tap it with a hammer to break it loose if that's not the way to remove it.

2. When I reassemble I imagine the block should be in the exact middle of both springs, so that both springs are compressed the same?

When you put it back together, i would make sure that the arm on the back of gov is up so your low idle stop screw is touching its stop. Then adjust the block so it goes in its hole. Otherwise your throttle lever might be out of adjustment and not let you idle down. I fought that for a year, thinking gov probs carb probs etc. All because i replaced that rod and didnt mention that when i asked people. I was new to it.
 
Also if you need to do what i mentioned, make sure your throttle lever is set to lowest with were you had your idle stop screw set. So low idle on the two matches.
 
Loosen the inner nut until block and springs are centered at idle stop. Tighten the outer nut to lock in place. Check travel of throttle and carb linkage.
