Cub touch control HELP

Several years ago the unit was leaking around seal for piston and I put a kit in . It seemed to work ok for a while but then had no "Power" Since then I have checked pressure on the pump high side and it only showed about 20 lbs. A rebuilt pump, no help. I fabricated a block and can exceed 500 lbs on bench driven by an electric drill. Another kit(gaskets and o rings) no help.
PLEASE! What am I missing
This is a 1948 cub with the older touch control 351981R

In the reservoir there is a relief valve assembly. Part #29 in the diagram. If stuck open the condition you are having will occur. Other possibilities are in the path of the fluid, but I would start there. Jim
