Why is it that when I put the belt on I get a little extra of a twist in the belt from the adjustment pulley to the deck. Belt is on correctly runs fine but that extra twist I can't get out. Twist is plus the quarter from deck to pulley.

Cannot be 100% sure on this since I have not messed with one of those but many of those with adjustment pulleys that cause a twist the belt is not a true V belt it is sort of round belt and if you have the wrong belt it will not work correctly
 
Are both the idlers flat or is one grouved make sure the belt is tight loose v-belts are the common cause of
failure/ Those v-belts will last a long time if they are ran tight
 

belt is a 18440 woods, correct belt for the l59 deck, right pulleys and tension. It has that little extra twist I can't get out. Runs fine just drives me nuts. this belt is new.

I have a Woods belly mower on a Super A and the belt has 2 twists in it. It's a must on mine to have both twists and in the right place. It's very important to keep those belts really tight. I have no problems with mine and sometimes use it more like a brush-hog.
 
remove the belt from the driver and the idlers stretch it out get all the twists out and reinstall see what happens
