Governor part not present...

I took apart my governort (farmall A, 1940) and not only were the ball bearings gone so was this tire air cap looking thing. It doesn't have a name nor seem available for purchase. Thoughts? You can see my mouse pointer on the object in the picture.

There is a little stop that is pressed into the housing of the governor that the little plunger rides against. That is the only thing that I can imagine that is.
 
Actually it is part 31. Thanks that is the best parts diagram I have seen. Now I have to track one down.

I think you may have mistyped your numbers. It looks like part 31 to me. 30 and 26 look like the parts you are referring to and that pin looks like it's already in the governor and the spring isn't shown because it's behind it, in the shaft.

21 is the tension pin that holds the rockshaft from spinning on the shaft.
 
Part 31 is the part I was referring to that is pressed into the governor housing that the pin rides against. Look in there. I can't imagine it isn't there. It should be sticking out a little bit to give the 30 in that diagram something smooth to ride against.
 
Fat fingered the zero. Definately part 31 (49220D) I have spring and pin in the shaft but no this piece. It is also missing the ball bearings LOL. That I have ordered and fixed the spring arm with the welder and grinding wheel and drilled new hole. I don't know how important this part #31 is?

Yup! You are correct. I did not realize it until I studied the diagram of page 36 in the service manual.
