Tightening fan belt pulley on H

Both the generator belt and the fan belt are loose on my H. I
removed the screw that holds the movable sheeve in place that is
used for tightening the belt. I sprayed PB Blaster into the screw holes
to get lubrication onto the sheeve threads. I tried to use a block of
wood and hammer to tap against the sheeve to loosen it so that I
could then tighten. So far no movement.
I assume there is a spanner wrench that can be used to keep the fan
hub from moving. Is there a similar tool for the tightening or loosening
the sheeve. How to you tighten the sheeve? What method have you
used to loosen the sheeve and get it moving?

Never have been able to get mine to move, have tried over the years, just like you did. I know that's no help, but you're not alone.

It was some time ago, but I think…
Soak threads with PB Plaster or other penetrating fluid. I left mine soaking, and kept adding fluid, for about a fortnight.
Then, with the belt in place, tap the pulley flange using a ½" drift about twelve inches long and an engineers hammer. It may take many light taps…
You have to be careful not to hit too hard or the pulley with crack. In the worst case, the pulley is part number 6598DX and is still available. It is also much cheaper to replace than the hub!

I've never had one that I have not been able to get loose. I start by cleaning everything up as much as I can, then clean the threads that are exposed with a wire brush until there are extremely clean and then lubricate them with penetrating fluid. Remove the set bolt and lubricate in there really good with penetrating fluid.
Using a long drift as another person described above, I tap the "ears" and open the pulley all the way up. Then I clean the inner threads until bright, like the outer threads. Lubricate again and proceed to adjust to correct tension.

Sometimes you have to carefully work it back and forth, cleaning and lubricating more. If it stops threading in one direction, stop hitting it that way and go the other direction to loosen it up.

On our H and MD I always just held the sheave and turned the fan till it was right. The Fan belt does not need to be real tight. The gen/alt belt needs to be tighter than the fan belt.

No spanner or special tool that I've seen. As was said,a hammer and 'drift' and tapping/working will do the trick. Some are more stubborn than others....You can 'make' a suitiable 'punch' from a chunk of 3/4" hot roll steel. 12" long should do it.

Remove the generator. Remove the pulley from the generator. Grab your torch and heat the pulley. Apply oil to it as it cools down. May need to repeat the process. It's the only way to overcome 60 years of rust.

Oxyacet for sure. Adding paraffin wax after its lost the red glow and has turned to a normal color but is still very hot, will run down into the thread and help lubricate it.

Once apart, imo it needs some copper or nickel anti-seize paste. Have to be careful for sure as the belt needs no lubrication and the centrifugal action will easily spread the excess. Apply sparingly and work into the threads.

I would be concerned with heating it, especially red hot, unless you wanted to disassemble it and replace the seals once you were done.

On one of my H's, I gave up and fabricated an idler pulley to tighten the water pump belt.
