Does any one know if an F14 40" rear rim can be replaced with a more common 38" rim. The tractor has a cast rear center hub.

I believe the 38" cast center rims on an F12 will fit the F14.

No.
F12 didn't have 38" hubs, at least not in the parts book.
Miller likely wont have the right ones. They did have 40" rims, but they wont work.
