Be careful if you use a 3 jaw puller to remove that pulley, many of those have been chipped or cracked by doing that.

Best way is to cut a steel plate to slide behind the pulley with two tapped hole for bolts or threaded rod to a wheel puller or better yet a bar puller like this:

You do have the steering sector off because the pulley will not come off without the sector removed. and you do need a steel plate behind the pulley or you will break the pulley.
