M govenor throttle shaft rebuild

This new project m It runs, but there is alot of tension when pulling throttle lever with tractor off. Throttle will only move six teeth. It actually snaps back on its own after it starts Almost like its got too stiff spring. Spring is identical to other m and spare governor. So i am thinking binding up govenor throttle shaft??? I have tried all adjustments mentioned in IandT and blue ribbon manuals. Also followed screw tightening sequence. Govenor works good otherwise. Kicks in good. So my plan was to get a gov to carb shaft rebuilt kit. Seems sloppier than on my spare. But it also wont idle down. So question is are my odds descent this will fix both problems? Dont want to just swap gov because then i wont know what the issue was! Thanks
 
I should be good with tab, i should have mentioned before but it was getting long, what is frustrating is that when i start up it will want to idle at estimate 600rpm, shut it off start hour later wants to idle at like 8-900. Back and forth like that. I feel good about carb. I am fairly experienced with those. I drive up slightest incline or have trailer gov seems to be functioning good. If i get that kit its about 50bucks for a bushing. So just hoping for ideas thanks!
