F12 carburetor

I just purchased a 1936 F 12. It has a brass carburetor. I put new rings and had the head redone. You can barely get it to start and when it does it idles like a Top fuel dragster. In the other words it misses more than it fires at idle and middle RPMs. It will run wide open fairly decent and seems to even out under load. I have taken the carburetor apart and cleaned it and discovered that it was missing a well plug on the top side of the bottom half. I made one and it runs about 25% better. I do not believe it has had any fuel run through it since it was rebuilt by Denny?s carb shop. That was the sticker on the side of the carburetor when I bought the tractor. Not by my choice. The small tube on top of the bottom half has a very small hole in the end of it and some of the pictures I have seen have no small hole on the end of the tube. Other than that I cannot figure out what is going on. I even installed a very high-quality rebuilt magneto. I?m stumped
 
Are you saying there is a small hole in casting part? or brass inside jet or tube?
I had one somebody drilled passage to deep and came out of base casting that caused vacuum leak.
Had to brass hole closed.
 
If Dennys had anything to do with, start looking for another one. Its been some time since Ive had to go into the carb on my 14, but I don't recall a small tube with or without a hole.
 
I am betting that he drilled a passage and screwed it up. I want to try to figure it out. Hate to throw a nice shiny brass carburetor in the trash you know.
 
I have dealt with Denny's once and that was enough. He is a complete jerk and does poor work! Hard to believe he gets any business! First, I would check for any vacuum leaks by spraying some carb cleaner around the intake manifold while running. Make sure compression feels even between the cylinders. Check for good spark on all plugs. I would start with new plugs to rule that out. If it still runs rough go through the carb with a fine tooth comb, making sure every orifice and passage is clean, float height, NO missing parts etc. I have a brass carb body on my shelf if you need one.
