Farmall 560 planetery pto

I have A farmall 560 with planetary style pto. The pto will engage and disengage fine. I cut hay with my haybine with it and it works great. But when I bale after I get about half full it stops and will not spin until I dump the bale out. Will replacing the bands fix this issue or do I have bigger problems. Thanls
 
Make sure there is no lost motion/slop in the linkage. Put the handle in the very middle of its travel (measured!) locate it there with ratchet straps
or ?. Adjust the bands one at a time, so that they cause the output shaft to be unable to be turned by hand with a pare of vicegrips. Loosen each one
half turn, making sure they stop dragging. If the adjusters are down in the lock nuts, it needs new band linings. Jim
 

They seem to be about out of adjustment. I know the one band is anti-creep. And the other lets the shaft go for it to spin. I dont understand why when it gets a heavy load it stalls out. I figured it wouldnt stop under a heavy load? If that makes sense.
 
One band stops a drum on the planetaries causing the drive of the output shaft. the other is a brake and slows the PTO to a stop when in the off
position. Jim
